Phe Phe is in the Jaintia Hills near Jowai, and it is the part of Meghalaya that almost nobody routes to - the state's tourism runs west to Sohra and Mawlynnong, and Jaintia country sits quietly to the east with its own language, its own food and a fraction of the visitors.
The walk in is short but properly steep, down through forest on a path of roots and wet rock, and then the valley opens and the fall is in front of you, dropping in a single clean column into a deep green pool. You can swim. The water is snowmelt-cold even in October and everybody shouts.
