Arunachal Pradesh requires an Inner Line Permit for every Indian visitor, and Protected Area Permits apply to foreign nationals. The rules shift, the portals are unhelpful, and checkposts turn back travellers whose paperwork does not match their route - which is why a lot of Arunachal trips quietly become Meghalaya trips instead.
